Series consists of incoming and outgoing letters and memoranda sent by Johan H. C. de Looper in his capacity as Division Chief of the Exchange Restrictions Division, ETR and later as Advisor in the Immediate Office of the Exchange and Trade Relations Department. The correspondence includes: draft memoranda on consultations discussions with member countries; details of the Division's accomplishments and activities in relation to the implementation of the oil facility; guidelines for floating; information regarding the Division's participation in consultation and stand-by work; its ongoing work on surveillance and analysis of external controls, including capital controls; the production of the Annual Report on Exchange Restrictions; miscellaneous supporting work in the field of external controls and exchange rate practices, such as clearance of Recent Economic Development reports (REDs) and approval papers, mission briefings, and draft questionnaires; and information regarding de Looper's participation in country meetings at the Annual Meeting. There is also correspondence with external organizations - OECD and the United Nations. This usually took the form of requests for information on capital controls and exchange systems. Other correspondence are administrative in nature and includes the procurement of equipment for the Division; Annual Report Budget reviews; and, progress reports to the Immediate Office on staff studies and work of the Division.
