Series consists of Consultation files maintained by the European Department Immediate Office. Typically, country surveillance is undertaken through annual or biannual consultations with individual member countries. Records show consultation missions and discussions performed under Articles XIV & VIII (until 1977) and Article IV (from 1978) of the IMF Articles of Agreement, which at times are combined with other missions related to the use of Fund resources., Files are organized alphabetically by country and chronologically within each. There are also few files scattered throughout the collection with topics such as Exchange Rate; Consultation and Stand- By Arrangement (SBA); Consultation, SBA, and Oil Facility; Consultation and use of Fund resources (UFR), and Staff Visits., Records comprise of memoranda exchanged between the European Department Director, Deputy Directors, Assistant Director, Advisors, Division Chiefs, and Mission Chiefs with the Managing Director, Deputy Managing Director, other Department Heads; internal memoranda and correspondence exchanged within the Department and with IMF Resident Representatives; documents, letters, telexes and cables exchanged with country officials, Central Banks, the Commission of the European Communities (CEC), the General Agreement on Tariffs and Trade (GATT), the Organisation for Economic Co-operation and Development (OECD), the Paris Club, the United Nations, the World Bank, universities and institutes, and other organizations; contributions or comments on drafts - including those from government officials directly involved with the Consultations, written answers provided by country officials in response to IMF questions in preparation for the consultation discussions, and country economic, financial and fiscal data. There are also a few copies of press releases and reviews, journals, articles, papers, and handwritten notes and letters on subject matters discussed during consultations., Most relevant are the IMF materials and documents prepared by EUR and functional departments, for, and as a result of, the Consultation missions and discussions: Terms of Reference - including missions schedules and composition, Briefing Papers - background information for the discussions, Aide-Memoires, Back-to-Office Reports, Statements by IMF mission at the conclusion of the Meetings, Minutes of Meetings held with country officials and on occasions with private sector representatives, Consultation Papers: Staff Reports and Recent Economic Developments (RED); Statements, Chairman's Summing Up, and Executive Board Decisions presented at the Executive Board Meeting in conclusion of the Consultations, and finally Minutes of the Executive Board Meeting. Overall, consultation files reflect the dynamic and systematic work carried out by the European Department, its Divisions, and the functional Departments in preparing, holding, and completing Consultation discussions with member countries.
