Series consists of Deputy Director Manuel Guitian's outgoing correspondence and internal memoranda., Addressees include the Managing Director, Deputy Managing Director, EUR Director, other Deputy Directors and Advisors, EUR Division Chiefs, government officials, the World Bank, institutes, and universities. Series also consists of "Memorandum for Files" on several issues dealt with by the office of the Deputy Director., Files reflect the functions of the of the Deputy Director in guiding, coordinating, and assessing the work in the divisions of the department, advising Management and the Executive Board on economic policies in European member countries, and assisting with the formulation and implementation of Fund policies relating to those countries., Chronological files contain records covering the administration of the department (heads of department meetings, front office tasks, travel schedules, and staff work program); its operations (terms of reference for missions, Back-to-Office reports, technical assistance, exchange rate arrangements, letters of intent, use of Fund resources, request for Stand-By Arrangements (SBA), briefing papers, staff reports, and Summing-up); and policy matters (Fund-wide policies and procedures, access limits policy). Additionally, there are papers, speeches, and talking points by the Deputy Director for lectures and presentations at conferences, invitations for events and thank you notes, and copies of articles and newspaper clippings., In many cases, drafts that were sent to the office of the Deputy Director for review and comments are attached to the internal memoranda with notations. Some of those drafts were collaborative efforts between the EUR and other area and functional departments and were eventually submitted as Board Documents. There are also drafts of Managing Director's letters and statements prepared by the office of the Deputy Director or by EUR Divisions., These internal and external correspondences exemplify the approach used by Deputy Director Guitian in performing his functions in matters related to Annual Meetings, surveillance, currency convertibility, country quotas, country exchange rates, the Paris Club, G-7 countries, implications and financing of German Unification, and the Work Program for Eastern Europe.
