Series is open according to the Archives Access Policy however time restrictions apply and files should be screened by Reference Staff. Series also contains closed documents and one closed file which have been separated and can be found in Box 39 at the end of the series.

Series consists of subject files specific to the activities and operation of the Secretary’s Department Immediate Office (SECAI). Files were primarily maintained by the Secretary, Deputy Secretaries and Advisors, and reflect the Department’s role in the organization of governance meetings and committees and membership of IMF, development of the IMF Work Plan for the Annual Meetings, and responsibilities surrounding the custodianship of IMF records. Records in this series include: originals and copies of memoranda, letters, and cables; minutes of departmental and Executive Board meetings; Board of Governors documents; briefing papers and aide memoires; external documents; handwritten notes; relevant press clippings; and occasionally Secretary Circulars and working documents sent to the Executive Board Directors as well as synopses of Executive Directors’ views on various policy matters. Some drafts were retained, such as those with substantive changes and relating to significant issues such as PLO (Palestine Liberation Organization) Observer status at Annual Meetings. Also contains black and white photographs of Secretary Roman L. Horne's retirement party in 1966. Key topics covered in the subject files include: membership of countries to IMF; the role of the Executive Board and Executive Directors; summaries of meetings with country delegations; country relations (e.g. recognition of countries as new political entities, display of flags and symbols); relations with other organizations such as European Bank for Reconstruction and Development and World Bank; Work Program (SECAI collates comments on work program projections from Departments for the preliminary or BUFF statement by the Managing Director on the Work Program at the Annual Meeting); access to information and record-keeping guidelines; security and leaks of documents, particularly during the time when Alan Wright, Deputy Secretary, was Chairman of the Security Advisory Committee; transmittal of documents; policies and procedures, such as the procedures for handling observers to Annual Meetings. One such request from the PLO in 1979 initiated the formation of Informal Working Party and two Joint Board of Governors committees to consider the question of observers and the interpretation of World Bank/International Monetary Fund by-laws. Series arranged in alphabetical, then chronological order. Several files originally transferred in binders were removed and re-housed in acid-free archival folders with the original order kept intact.
