The Consultation Files Series from EU2's Immediate Office reflect the consultation missions led by the Department in the USSR and the republics born from the disintegration of the sovier state. The series is composed mainly by Briefing papers, Minutes of Meetings , 48 Hour Reports and Back-to-Office Reports, as well as Statements and Terms of Reference.
The most common types of missions covered in these files are Article IV Consultations, Use of Fund Resources and Staff Visits, but also include Missions dealing with Balance of Payments, National Accounts, Producer Price, Money and Banking, Government Finance and Consumer Price Index Technical Assistance (the majority of them led by the Statistics Department). The countries dealt with are the USSR before its fall and the Russian Federation, Belarus, Tajikistan, Turkmenistan, Ukraine and Uzbekistan after the disintegration of the Soviet Union.
The Financial Facilities used by the IMF to deal with the aforementioned countries were Systemic Transformation Facilities (STF), Stand-By Arrangements (SBA), Compensatory and Contingency Financing Facilities (CCFF) and Extended Fund Facilities (EFF).
The files deal with membership and special association status for Former Soviet Union countries, transition to Market Economy, Interstate Payment Problems and the attempts to manage in a coordinated way the economy of the Ruble Area. The main subjects covered are Fiscal and Monetary Policy, Enterprise Financing and Subsidies, Balance of payments, National Currencies and Technical Assistance.
