Heller between 1982 and 1986 while he was Division Chief, Government Expenditure Analysis, Assistant Chief, Government Expenditure Analysis and Chief of Fiscal Studies Division. The correspondence is arranged in reverse chronological order and covers a wide range of topics relating to operations at the division level and Heller's professional activities. Chronlogical files cover: reports on technical assistance and missions or official visits to countries; arrangements for missions; initiatives such as the Social Expenditure trends study on industrialized countries; comments and reviews of internal papers and policies and external papers; meetings, seminars, and conferences attended and/or given by Heller; clearance of divisional staff publications; monthly divisional activity reports and occasional research progress reports; collaboration with other IMF units and World Bank; memoranda reporting research on specific countries (i.e. India, 1983); Public Finance IMF Institute course matters and other various divisional administrative matters. Occasionally filed with the correspondence are country fiscal data tables (i.e. for the World Economic Outlook exercise); academic papers authored by Heller and others, and external documents.
