- Bereik en inhoudSeries consist of the correspondence and memos, mission related working files and resource material complied by the Exchange Restrictions Division of the Exchange and Trade Relations Department (ETR). Although this division was responsible for collating the "ETR Files", the files were considered the working files of the Exchange and Trade Relations Department. They were also treated as a part of the Fund's central files. The material, which consisted of official information obtained from member countries during the course of routine business; official material from member countries requested by the Department; non-official material from commercial banks and daily newspapers and periodicals from various countries; was gathered from all ETR divisions and maintained in a central location. ETR economists were to familiarize themselves with the contents of these files before a mission and were required to submit reports and any material gathered while on mission for incorporation into the "ETR files"., "ETR files" are arranged alphabetically by country according to the following categories: Briefing/De-briefing Papers; Correspondence and Memos; Consultative Group; External Debt; Mission Minutes; Mission Working Files and Questions and Answers. Other file titles in the series include Bilateral Agreements, Exchange System, Fund/IBRD Collaboration and Stand-by Arrangements., Records within the Briefing/De-briefing Paper files consist of a combination of draft and final briefing papers, memorandums and back-to-office reports. In some cases, the former were sent to ETR and other functional departments for review and clearance, while others were drafted by ETR in conjunction with area and functional departments. Briefing papers outlined the intended goal of the mission to member countries. Issues covered range from balance of payments; the projected year's program; access to foreign financing and contingent adjustment strategy. Through memorandums, ETR provided extensive commentary on the draft papers prior to clearance. Back-to-office reports usually provided an assessment of the mission (structural adjustment financing programs; compensatory financing facility); the member country's economic and financial performance and any weakness in the decision making process which hindered the implementation of the IMFs programs., Correspondence and Memos files consist primarily of original correspondence between economists, advisors, division chiefs, Deputy Director and Director within the Exchange and Trade Relations Department. Generally, economists reported on meetings with country representatives and Stand-by negotiations and outlined intended missions to member countries. These files also contain copies of communications on exchange systems, exchange and trade control material maintained on mission as well as exchange control circulars, decrees, laws, payments agreements, trade agreements, and import programs., Consultative Group and External Debt files reflect ETRs collaborative work with IBRD in member countries. The former generally consists of minutes of meetings, and occasionally include statements by IMF representatives. ETR was provided with copies of the IBRD documents which usually contained papers on the economic condition of member countries, annotated agendas of Aid Group meetings and administrative arrangements which were intended for use at upcoming meetings. ETR, along with a representative from an area or functional department, represented the Fund's interest at these meetings. External Debt files include agreed minutes, the terms and conditions of the arrangements for the repayment of medium-term debt by member countries, the occasional aide-memoire, reports on meetings with creditor countries and the occasional internal correspondence regarding country debt studies., Mission Minutes consist of written accounts of meetings with senior officials of member countries and/or international bank officials and IMF staff. Minutes give an overview of the structure of the meeting, including the meeting participants and a statement and/or discussion of the various issues before the participants. These issues include, but are not limited to, debt rescheduling or repayment by member countries; the conditions under stand-by arrangements; external debt; use of Fund resources; oil facility; repurchase obligations; and routine follow-up to consultation missions. Mission Working Files contain copies of correspondence and memos; statistical information and calculations of SDRs interest rates and exchange rates; quotas; copies of newspaper clippings and/or press releases related to the current economic condition in member counties; copies of exchange control regulations; and other information collected for a mission., Question and answer (Answers to Questionnaire) files consists of handwritten or typed responses by member countries to questionnaires submitted to them by the IMF on their exchange and trade system - including information on the changes to exchange control regulations, payments arrangements, bilateral agreements.
