- Форма и содержаниеSeries consists of records maintained by the Fiscal Affairs Department's Immediate Office relating to the coordination of technical assistance projects and missions in member countries. Records in this series cover the background preparation for the technical assistance mission which is usually initiated at the request of the country and led by FAD senior staff or a member from the panel of experts, and covers the assistant's deployment as well as his/her activities and information gathered in the field. The length of assignment may range from a short-term mission of a few weeks to a long-term appointment where the assistant resides in the country for up to one year or more as an advisor. The technical assistant, assigned or recruited by FAD, gives advice and/or training in areas including, but not limited to, government financial management, expenditure control, tax administration and reform, customs operations, budgeting, accounting, treasury management, and reorganization., Included in the records are: original and copies of correspondence and memoranda between the TA expert and FAD Immediate Office and/or the relevant Division Chief or representative; monthly reports in the form of numbered letters from long-term experts, describing progress in the field as well as the country's economic and political developments; cables about travel, financial, and settlement arrangements; briefing papers and aide-memoires; visit reports prepared by FAD senior staff to assess performance and progress in the field; final mission report; minutes of meetings with country representatives; terms of reference; internal government or central bank documents and correspondence; copies and drafts of legislation; data charts and tables; newspaper clippings; and occasionally country-related background reference material., Files of notable mention include: Botswana Income Tax Bill (1973); tax and customs system in Ethiopia (ca. 1969 to 1970s); budgetary system and expenditure control in The Gambia (late 70s-1983); publication of general sales tax in Haiti (1980-82) and customs reform (1966 to 1976); Indonesia's modernization of customs legislation (1974-1976); improvement of financial management and reporting in Sierra Leone 1965-1967, including discussion of diamond industry tax; and improvement in tax administration in Thailand (1971-1984). Files are arranged alphabetically by country and then by surname (FAD staff or expert) followed by chronological order. There are three subgroups of files that comprise the Technical Assistance Files series: Financial Arrangements, Requests and the master Technical Assistance operational file by country and name of the assistant. The files titled 'Financial Arrangements' are typically more administrative in nature, covering recruitment and separation and the Requests files contain many original requests from countries and reports and copies of Technical Assistance and Review Committee (TARC) discussions concerning requests and its resolutions communicated to FAD Director. There may be slight duplication found between the three subgroups.
