Series consist of the subject files of the External Finance Division. The records consist primarily of copies, a few original documents and handwritten notes and drafts of the Managing Director's statements and addresses at the opening of the annual meetings of the Interim and Development Committee; draft background papers on debt strategy for seriously indebted countries; an analysis of debt in developing countries; the role of the IMF in multilateral debt renegotiations; and a discussion on changes to the cooperative arrangements between the World Bank and the IMF. Records reflect the work of the Division with the Organisation for Economic Co-operation and Development (OECD), in particular with the Development Assistance Committee (DAC); the United Nations; and the General Agreement on Tariffs and Trade (GATT) primarily in the area of aid untying. The Division undertook a study to look at the effect of untying upon the balance of payments of donor countries. Of particular mention are the Berne Union files which consist of correspondence and memoranda to file with comments and observation notes on the process of compiling the Berne Union statistics for each quarter; summary reports from the Division Chief to ETR's Director regarding attendance at the Berne Union Annual Meetings; agendas and minutes of Berne Union meetings; and briefing material prepared with the assistance of area departments. These files also contain correspondence between the World Bank and the IMF regarding their respective participation at Berne Union Meetings. Each organization was asked to provide opening statements for each country discussion and were requested to be on stand-by to answer questions for attending agencies.
