Series consists of the mission files maintained by the International Capital Markets Division of the Exchange and Trade Relations Department (ETR) for the period 1975 to 1989. Staff of the Division conducted missions in preparation for studies undertaken for the Development Committee's Task Force on Non-concessional Flows. The Task Force reviewed developments in international capital markets and examined various proposals for increasing the flow of non-concessional financing to developing countries. Additionally, staff of the Division conducted annual staff visits and missions which comprised meetings with commercial banks, central banks, monetary and bank supervisory authorities within Canada, Europe, Japan and the United States, as well as with OECD and BIS officials to discuss near-term capital prospects and questions related to developments in and around the prospects for international capital (banking and bonds) markets. A comprehensive study which was published in the IMF Survey and Finance and Development was one of the end products of these international banking missions. Post-1988 missions focused on the role of the international capital markets in intermediating the current account imbalance between industrial countries; the mechanism through which capital markets transmit economic and financial shocks from one segment of the world economy to another; the sources of systematic risks; the impact of taxes and restriction on the structure of international capital flows; the issues that arise in the area of the liberalization of trade in financial service; and the impact of these issues on the IMF. Mission participants consisted of staff from the International Capital Markets Division, usually the Division Chief and/or Assistant Chief and an economist, along with economists from an area department and one from the Research Department., Files generally contain minutes of mission meetings; memoranda to files; correspondence with banking representatives; administrative material surrounding mission meeting arrangements (outlines, schedules and work assignments); briefing and debriefing material; and, Executive Board Minutes related to the publication of the ICM - Recent and Short-term Prospects.
