At the Houston Economic Summit in July 1990, the Group of Seven of Industrialized countries and the President of the Commission of the European Communities requested that by the end of 1990, the IMF, the World Bank, the OECD and the designated president of the EBRD, in close consultation with the Commission of the European Communities, take a detailed study of the Soviet Economy, make recommendations for its reform, and establish the criteria under which Western economic assistance could effectively support such reforms. This series contains documents collected, created and utilized by the IMF’s Soviet Task Force, headed by Teresa Ter-Minassian including: Reform programs presented by President Mikhail Gorbachev and Stanislav Shatalin, memos, minutes of meetings and reports of the IMF, IBRD, EBRD, and OECD, discussions and negotiations on the USSR’s economic reform program, the IMF’s analysis of the “current” USSR’s domestic economic policies, and budget documents. The files also include copies of USSR laws in Russian as well as English translated versions. This information was instrumental in the creation of the study presented to the G-7 in December 1990. Subsequently, there is a three-volume study of the Soviet economy which presents the detailed information, analysis, and recommendations for the summary report presented to the Group of Seven. The study titled “A Study of the Soviet Economy”was prepared by staff members of the IMF, the World Bank, the OECD, and the EBRD.
