- Scope and ContentSeries consists of Consultation Files. Consultative functions originate from the IMF responsibility to oversee the international monetary system and exercise firm surveillance over its members' economic policies. For the most part country surveillance takes the form of annual consultations with individual member countries. Records reflect the Department's function of conducting the IMF business by holding consultations missions and discussions under Articles XIV & VIII (until 1977) and Article IV (since1978) of the IMF's Articles of Agreement with its area countries. These article consultations are sometimes combined with other missions related to the use of IMF resources (Stand-By Arrangement, Structural Adjustment Facility, Compensatory and Contingency Financing Facility). Series is processed in chronological tranches. Files in each successive tranche are organized alphabetically by country and chronologically within. There are also individual files regarding specific consultation meetings or other meetings within each country - Consortium (Pakistan), Consultative Group / Meetings (Egypt, Ethiopia & Sudan). Records consist of memoranda exchanged between the Middle Eastern Department Director, Advisors, and Division Chiefs with the Managing Director, Deputy Managing Director, other Department Heads, and members of Consultations Committees; internal memoranda and correspondence exchanged within the Department and with IMF Resident Representatives; letters, telexes and cables exchanged with country officials, Central Banks, the World Bank, and other international organizations; contributions or comments on drafts, including those from government officials directly involved with the Consultations; and arrangements for missions. Most relevant are the material and IMF documents prepared by MED and functional departments, for and as a result of the Consultation missions and discussions: economic, financial and fiscal data provided by countries, Terms of Reference for missions, Briefing Papers - background information for the discussions, Back to Office Reports, Minutes of Meetings held with countries; Consultation Papers: Staff Reports and Recent Economic Developments (RED); Statements (including by Staff Representatives, MED Director, and Executive Board Director), Chairman's Summing Up, and Executive Board Decision presented at the Executive Board Meeting in conclusion of the Consultations; and, finally Minutes of the Executive Board Meetings. Generally, the Consultation files reflect the dynamic and systematic work carried out by the Middle Eastern Department, its Divisions, and the functional Departments for Consultation preparation, conduct, and completion. Tranche 2 (1989-1992, Boxes 46-59) includes material regarding countries use of Fund's new Compensatory and Contingency Financial Facility CCFF (1990-1991) and Enhanced Structural Adjustment Facility (since 1987)
